The Bureau of
Educational and Cultural Affairs (ECA) fosters
mutual understanding between the United States and
other countries through international educational
and training programs. The bureau does so by promoting
personal, professional, and institutional ties between
private citizens and organizations in the United
States and abroad, as well as by presenting U.S.
history, society, art and culture in all of its
diversity to overseas audiences.
State Exchange
is a Web-based interactive directory for the alumni
of Department of State exchange programs. It extends
the exchange experience for alumni after they return
home from the U.S. And it allows them to stay in
contact with one another—and with us at the Bureau
of Educational and Cultural Affairs—through networking
and sharing useful information about professional
opportunities and development.
The International Research
and Exchanges Board (IREX) Founded in 1968,
IREX designs and implements programs to foster interaction
between specialists from Central and Eastern Europe,
Eurasia, Mongolia, and East Asia and their colleagues
in the United States. Through all its programs,
IREX works to improve American understanding of
the countries in which it works. There is also IREX
Ukraine and IREX Russia which provide information
about IREX programs in the Former Soviet Union.
The International
Education and Resource Network (I*EARN) , a leading
non-profit educational telecommunications network,
engages students and educators in collaborative
projects that explore their humanity, identify common
values in a cross-cultural milieu, and recognize
the interdependence of their lives and lifestyles.
I*EARN has facilitated educational and development
projects since 1988, pioneering interactive approaches
to using the Web by encouraging participants to
actively contribute to, rather than passively "surf,"
the Internet."
The International
Renaissance Foundation and other related Soros
foundations seek to foster the development of open
societies around the world, particularly in the
countries of Central and Eastern Europe and the
former Soviet Union, through programs in education,
media and communications, human rights and humanitarian
aid, science and medicine, arts and culture, economic
restructuring, and legal reform.

region with financing from the US Agency for International
Development.
The International Science
Foundation (ISF) was created in 1992 by philanthropist
George Soros to provide interim support for basic
research in the former Soviet region and the Baltic
states, now primarily through logistical support
to international technical assistance efforts.

Institutes and related Soros foundations seek

a private, non-profit foundation created as an American
response to the state of science and engineering
in the former Soviet Union by encouraging productive
civilian employment opportunities for FSU defense
scientists. CRDF has announced a call for proposals
for its new Cooperative Grants Program, with applications
due March 1, 1996.
